NAVSARI DISTRICT COLLECTOR DDO WORKS FOR CLASS 3 AND 4TH.......?

Navsari District All Government Head Officers work for Poor people,- like- Contract workers, Security,
Computer Operator, Driver, Swiper, and others..

The President Of Paryavaran and Manav Adhikar  Sanstha, Dr. R. R. Mishra, from last six month given RTI and also given latters to the all government offices for “ THE CONTRACT LABOUR( REGULATION AND ABOLITION) ACT, 1970 for The workers working in government offices working in class 3 and 4 as – contract workers, computer operator, driver, swiper and other worker.
                The Government officers like Town Planner has given in answer to the Collector of Navsari that in his office all class -3 & 4 workers are not directly requirement they all are allowed from Agency named D.R.Enterprize, Mahesana. So they are not responsible for their Salary regarding and quiery. However In the act of “ THE CONTRACT LABOUR( REGULATION AND ABOLITION) ACT, 1970, ACT NO.37 OF 1970’ mentioned that  “(i) in relation to any office or department of the Government or a local authority, the head of that office or department or such other officer  as the Government or the local authority, as the case may be, may specify in this behalf.
            In DDO office navsari the officer has transfered the latter to the offices working under it for this matter but the in reality the matter comes from that in DDO office working Computer Operator, Security guard, swiper, etc are not getting their salary in base of above mention act named “Minimum Monthly Wage Law” and also in other offices likeother sole  Collector Office, TDO office, SDM office, Talati office, Mamlatdar office all are not giving salary in “Minimum Monthly Wage Law”.
      So is this Government office apply this “Minimum Monthly Wage Law”  after read this  or…?
Other simple example  as rules of government and  as per act any department either any office staff member 's quiery either any registration  by state goverment or central goverment consulating office but his inquiry officers is local officer s consulate office as like petrol pump,gas agency , registration by state government / central government but his inquiry officers district and local authorities,SDM,DSO,and  Executive  Magistrates.......
